At the Greenburgh  Town Board work session on Tuesday, April 5th, the Town hosted a presentation of traffic and pedestrian safety improvements, and stormwater/flooding mitigations for the Four Corners and East Hartsdale Avenue corridor, all within the context of redevelopment potential at Four Corners. The traffic and flooding mitigation strategies were developed by Consultant AKRF, who previously presented to the Town last year with a focus on traffic/pedestrian safety on East Hartsdale Avenue.  Commissioner of Planning Garrett Duquesne moderated the presentation.

From a traffic and pedestrian safety perspective, several improvements that will be made by the Town and New York State Department of Transportation over the next year were highlighted at the meeting. The Consultant also presented several potential additional improvements, which would improve traffic flow and overall safety, and which provide the potential for redevelopment consistent with that envisioned with the Town’s Four Corners Redevelopment Plan https://greenburghny.com/DocumentCenter/View/7955/Four-Corners-Redevelopment-Plan-dated-5-22-19. According to Commissioner Duquesne, from a stormwater/flood mitigation perspective, immediate, short, and longer term strategies to mitigate flooding in the vicinity of Four Corners and East Hartsdale Avenue were presented. What stood out  at the presentation, which reinforced what Town Board members and officials  witnessed from walking the East Avenue corridor and speaking with residents and business owners following devastating storms such as IDA, is the connection between the scale and scope of mitigation needed to provide 100-year relief options. While the mitigation dollar amounts and process that is needed for flooding relief options are extreme, I feel it is important to work with County, State and Federal agencies, to perform the due diligence needed to meet these challenges. Town staff will continue to coordinate with the Town Board, with assistance from the professional consultant, on pursuing County and Federal funding for flooding mitigation options.     Addressing flood control on E Hartsdale Ave could exceed $40 million dollars- for a 100 year relief option. There are less expensive options--in the few million dollar range but these flood control measures would not prevent flooding when there is a major storm.
