Public comment on brownfield application for 1 Lawrence St...update from new property owner

The NYS DEC has invited public comment on a brownfield application for 1 Lawrence Street. 1 Lawrence Street is a property located in unincorporated Greenburgh (NYS made an error which we advised them of-claiming that it is in Ardsley) asking for public comment on a Brownfield application.

 

This property  was controversial last year. An applicant had proposed building 272 apartments in the Ardsley school district. The community was extremely upset and organized an effective campaign against the application. The developer (the Jefferson) withdrew the application.  Residents were concerned about traffic. Downtown Ardsley is minutes from 1 Lawrence. Downtown Ardsley has been overwhelmed with traffic problems for years.

 

Environmental Liability Transfer purchased the property earlier this year and plan to sell it after the property is cleaned up.  I wrote to the company asking for an update. This is the response I received. I suggested a formal presentation to the Town Board and community.  I intend to keep the community informed and will provide residents with updates as this land use application progresses.

In order to facilitate cleanup and redevelopment, we have entered into the voluntary brownfield cleanup program with the NYS DEC. The documents placed into the repositories contains information regarding cleanup at the site and more will be forthcoming as the BCP process continues. We feel a formal presentation to the Greenburgh Town Board is premature and are concerned that written or verbal transmission of information while proceeding through the BCP Public Notice process could delay things. If the board does have specific questions, I would refer those to DEC through the normal public comment process.

 

Pending unexpected delays, it remains our goal to complete environmental remediation by the end of 2018. Once a site re-use proposal has been identified, we will contact the appropriate authorities (including the public) to begin the process for approval and implementation.

Public Comment Invited About Brownfield Cleanup Program Application and Draft Investigation Plan for Site on Lawrence St., Village of Ardsley

The New York State Department of Environmental Conservation (DEC) has received a Brownfield Cleanup Program (BCP) application and Draft Remedial Investigation Work Plan from Ardsley LLC for a site known as Ardsley, LLC, site ID #C360146. This site is located in the Village of Ardsley, within the County of Westchester, and is located at 1 Lawrence St.

A copy of the application, Draft Remedial Investigation Work Plan and other relevant documents are available at the document repositories located at Greenburgh Public Library, 300 Tarrytown Road, Elmsford, 10523 and Ardsley Public Library, 9 American Legion Drive, Ardsley, 10502.

There are several ways to comment on BCP applications. Comments can be submitted to the site Project Manager Douglas MacNeal at NYSDEC-DER, 625 Broadway, 11th Fl, Albany, NY 12233-7014; via email at douglas.macneal@dec.ny.gov; or by calling 518-402-9684. All comments must be submitted by November 24, 2017.

What is the Brownfield Cleanup Program?

New York’s Brownfield Cleanup Program (BCP) is designed is to encourage private-sector cleanups of brownfields and to promote their redevelopment as a means to revitalize economically blighted communities. The BCP is an alternative to “greenfield” (land not previously developed or contaminated) development and is intended to remove some of the barriers to, and provide tax incentives for, the redevelopment of brownfields. Since its inception (2003), the BCP has catalyzed the cleanup of more than 300 contaminated sites statewide and incentivized redevelopment. There are more than 350 active sites in the BCP.
